The elected icannatlarge.com Interim Steering Group:

Izumi Aizu from Asia Network Research has been a member of ICANN's Membership Advisory Committee (MAC) which had recommended the At Large elections. He has also participated in the NGO and Academic ICANN Study (NAIS).

Vittorio Bertola has been a candidate in the 2000 At Large elections. He is a Member of the Executive Committee of the Italian Naming Authority, elected by the Assembly.

Satyajit Gupta is a student at the National Law School of India in Bangalore, a member of the Computer Society of India and has been a remote participant in most of the public ICANN meetings.

Richard Henderson is from Berkhamsted, UK. He has initiated TheInternetChallenge.com, a site devoted to fairness in the distribution of names in the new top level domains.

Wolfgang Kleinwächter is a professor for International Communication Policy and Regulation at the University of Aarhus, Denmark. He was a member of the Membership Implementation Task Force (MITF) for the At Large elections and has initiated the ICANN Studienkreis in Germany, Austria and Switzerland.

James Love is the director of the Consumer Project on Technology (CPT) based in Washington, DC. He has been a candidate for the DNSO seat on the ICANN Board.

Sotiris Sotiropoulos from Toronto, Canada is an active participant in the DNSO General Assembly and a member of the Canadian Internet Registration Authority (CIRA). He has been a member of the DNSO Review Working Group.

MANDATE OF THE INTERIM PANEL

The panel shall be composed of seven members of the icannatlarge.com effort.

The mandate of the panel will be limited to:

1. guiding an outreach campaign so that the highest possible number of active users of the Internet who might want to participate in ICANN are informed of the effort and can register on icannatlarge.com if they wish, and that the membership grows to a point where it can be considered sufficiently representative of such users;

2. guiding the public and open discussion of Bylaws for a new At Large Membership organization, trying to gather consensus, consider all inputs, unify all efforts, and put together, after no more than two months from its election, one or more proposals of Bylaws to be then submitted and approved by a majority vote of the membership;

3. establishing a secure voting system for the Bylaws to be approved and subsequently for the first election of the officers of the new organization.

4. facilitating and taking responsibility for the election of their successor Panel by July 27, 2002

5. managing the icannatlarge.com website by appointing a webmaster.

6. facilitating and promoting the discussion of ICANN policies and/or ICANN reform in the Forum.


LIMITATIONS

A. The mandate will end 3 months after the election has closed.

B. The Panel cannot make decisions unless a quorum of five is present and votes.

Polls to ratify a Charter and elect officers for a term longer than 3 months will not be taken until there are at least 1000 members signed up.
