Original question:
Our experience with the last Panel has shown that elected officers can slow down or even paralyze proceedings by not participating in votes.
Do you want officers who repeatedly fail to participate in votes to be forced to vacate their seats?
NO.
No, but the other Panel- or committee members can vote a repeat non-participant out of office.
YES, but only if failure to vote is more than three times in succession and without acceptable excuse.

Comments:
- we all have the right to NOT vote on something, let the members determine if this person should be reelected
- elected officials must be worthy of the trust put in them or they should leave the job to somebody else
- Allowing the panel to vote out one of its members seems imprudent. Best to make it more automatic.
- It should be automatic after two failures without valid excuse (e.g. serious illness).
- However, this should be followed by a by-election, and if the offending member is reelected, there should be an immediate by-election for the rest of the Panel.
- Description and selection for "after two failures" are inconsistent; one specifies > 2, the other >= 2!
- Lets' start with three , but possibly tighten up adter experience.
- No - This question really goes to the point of folks not living up to their promises and responsibilities and would better be handled by a RECALL process initiated by those feeling aggrieved.
- YES, but only if failure to reach a quorum occurs more than twice in succession. No exuses.
- i'd prefer a membership vote of no confidence for the member in question
