A.Rules for Panel and webmaster
Do you want the Panel and the appointed webmaster to live by the following webmaster rules: (yes/No/I want other rules)
Appointment.
1. The Panel appoints a webmaster from among the members, but the webmaster cannot be the Panel Chair.
Webmaster responsibilities.
2. The webmaster is responsible for the technical functioning of the website in all respects.
3. The webmaster is responsible for the databases built by the membership. He will guard the members' privacy, unless compelled to share data with their elected Panel when so instructed by majority vote. He will provide regular data backup to a trustee approved by the membership, to be held in escrow, to ensure the data's survival.
4. The webmaster is responsible to keep the website up-to-date.
5. the webmaster keeps a public record of the time he spends on webmaster duties.
Discretion of Webmaster and limitations
6. the webmaster may update non controversial text ,design or code on his own initiative 7. the webmaster may appoint a Forum Administrator to manage all aspects of the website community Forum.
8. the webmaster must refrain from implementing any change or update that may be controversial among the membership and must at all time first seek Panel majority approval for such changes.
9. the webmaster will immediately upon being ordered to do so by formal majority of the Supervisory Panel: a. remove text or design elements b. change text, links or make other simple changes.
Data archiving.
10. The Panel Chair is responsible for the appointment of a Data Archivist, who keeps a secure record of all relevant website and membership data. The Data Archivist will also be responsible to receive in escrow the regular databackup supplied by the webmaster. (2 weekly for membership data backup, monthly for the Forum data backup)
11. All Panel votes are displayed on the website.

Comments:
- The Webmaster should be an elected position, not an appointed one. These proposed limitations are good other than the appointment issue.
- for an org that has done nothing the focus on such detailed rules is rather pathetic
- Does the webmaster get paid, should this be stipulated in these rules (either yes or no, and if yes, shuold this payment size be publicly known)?
- 'Controversial' is not specific (though I know it's hard to delineate). I worry about pedants harrassing the webmaster.
- To this point the web committee has been useless. Give the web master a little discresion to maintain the site.
- ...too many details - more libertarian
- The proper role of a Webmaster is to handle technical implementation of the site in accordance with the organization's expressed desires. It is up to the membership to determine how this should be done under whose direction.
- The 3/5 member board should select the webmaster based on skills, experience, and availability. Why a member?
- point 6. sounds a bit dubious to me - could you please refine that a bit?
- Subject, as always, to instructions from the membership that would override any supervisory panel.
- I agree with the earlier comments that the webmaster should be elected, and I propose it should be done by all prospective webmasters submit their own designs to the general membership for election. Whoever's design is chosen becomes webmaster.
- The webmaster should be independent of the panel. Rule 8: remove the phrase that begins "may be controversial among the membership." Note: the Panel may create an approved list of regular updates.
- Webmaster doesn't need to be a member.
