Comments:
- also should be covered in by-laws
- The shift-up method is unfair. It's like changing the ballot halfway through. There is no porblem leaving the seat empty for a while until a new person is elected. There may be new and better people in the by-election who didn't run the last time.
- Efficiency is more important than perfect democracy for this exigency.
- I t would be nice to have a vehicle for appointing a replacement.
- The shift-up process should stop when half the original panel has resigned
