Original question:
There is a perennial discussion about the merits of mailing lists with behavior rules vs. unregulated lists.
At the moment the At Large has a mailing list at atlarge-discuss@fitug.de that is both unregulated and unmoderated, open to friend and foe.
There is a new list discuss@icannatlarge.com that could serve as a moderated list, is there is an interest for such a list.
Discussion about how such moderation should be carried out should bring up proposals that can then be voted on, but the first question is: Are you interested in a discussion list with rules that aim at keeping the list free of abusers.

-I do not care about mailing lists and prefer a web forum for communication.

Comments:
- From prior experience with mailing lists, while moderating _all_ postings is probably not the best of ideas, moderating at least someone's first few postings (and having a mechanism available to remove abusers) is unfortunately necessary.
- We need to get rid of the kooks and zombies
- ...a pity that it is needed, but it is
- Organization is the key to sucess and rules are its doorway
- A web forum is better than a mailing list
- ... but the rules should be kept at a minimum so as not to stifle discussion and not to unduly discriminate people from joining the list.
