In view of my experience with the 'natural development' , I have come to believe that the most efficient way is to provide a ready (party) framework and let those who are interested subscribe to it. In order for this approach to work best, it is necessary that there are several such frameworks available to choose from..

3. Do you begin with a defining Master-Document [K - blue print] and prescribe Internet Democracies into the fold? (Prescribed Development)

  • The democratic process is the most fair approach that includes all users who are interested in the process.

  • natural development is doomed...organization comes about only after a critical issue comes up (otherwise it is a grab for power which is why ICANN's proposal is an attempt to prevent at-large participation)
