Results of the Icannatlarge members polls of June 2004

 

ratifying election and polling watchdog rules

The following watchdog rules have been discussed on the ML and posted in our Charter forum since February. They are now up for your verdict.

The watchdogs must observe and report to the membership:

1. that each member of the IPC is provided with an up-to-date official list of members' names and email addresses.

2. that 'IPC polls' are clearly authorised by two out of three elected IPC members and that in case the IPC 's resolution is not unanimous, the election message bears the name of the IPC commissioners favouring the text of the questions and answers.

3. that the text of the ballot message is not biased or leading.

4. that they receive copies of the sendmail list immediately upon the mail being sent.

5. that they receive copies of all mail bounces that the poll administrator receives. 6. that no votes have been entered by any voter who appears on the mail-bounce list.

7. that, after examination, they are satisfied that the voting system does a straight job

8. that they are satisfied that voters cannot vote more than once

9. that the system generates unique identifyers for each voter that can be audited if necessary

10. that, in case a member makes a justifiable accusation against the system administrator of cheating with the polls, they will they inspect and audit server access logs. 11. that nobody who has any political involvement with the organization or interest in the outcome of IPC polls has root access to the server on which the polling database is hosted.

12. that all announcements related to a poll or election, including all relevant dates, and the final list of nominees and their seconds have duly been posted on the web site.

  • ? - #3 Who then has final edit rights, the Author or IPC? [ I would think the Author]
  • These requirements are admirable, but cannot be achieved at present with the resources available to us. One day, perhaps, but for now each of us must proffer a significant degree of trust.
  • #11 - In order to enforce this condition, there should be explicit provision that hosting the polling database will be done by an agreed-upon neutral 3rd party.
  • sometimes mail bounces because of net issues, not just a non-existant mailbox
  • i am concerned for voting privacy on #9. this violates secret ballot principle of democracy. specifically state that #6 and #9 only concern who voted and not the _way_ they voted.

Panel elections

Now you have ratified the rules and mandate of our website Panel (see www.icannatlarge.com/results_jan_2004.htm ) it becomes possible to have a proper election again.

The current Panel is no longer functioning due to mass resignations. Please check the Panel and member list archives. They can be found (some in rescued form after disappearing from the icannatlarge.org server)on www.icannatlarge.com/links.html

Please express your desire or opposition to nominations and an election of a new web site Panel.

IPC elections

Charter rules for our Independent Polling Commission have been ratified by you. They include the election of a new IPC by all members, organized by a special commission of the Panel.

The last IPC has been crippled by a resignation and the mandate of the remaining 2 commissioners is expiring.

volunteer web master

(A) I would like to offer my services as web master under the web master rules adopted by the web site panel*. (type your name on the comments line to make it visible)

(B) I am willing to help paying for the webmaster's time as long as he publicly accounts for this time

*webmaster rules: Webmaster responsibilities.

1. The webmaster is responsible for the technical functioning of the website in all respects. 2. The webmaster is responsible for the databases built by the membership. He will guard the members' privacy, unless compelled to share data with their elected Panel when so instructed by majority vote. He will provide regular data backup to ICANN's At Large elected directors, to be held by them in escrow, to ensure the data's survival. If ICANN has no longer At Large elected directors, the backup will be sent to an elected Trustee. 3. The webmaster is responsible to keep the website up-to-date. 4. the webmaster keeps a public record of the time he spends on webmaster duties.

5. the webmaster may update non controversial text ,design or code on his own initiative 6. the webmaster may appoint a Forum Administrator to manage all aspects of the website community Forum. The Forum Administrator can be removed by the webmaster or by Panel resolution.

7. the webmaster must refrain from implementing any change or update that may be controversial among the membership and must at all time first seek Panel majority approval for such changes.

8. the webmaster will immediately upon being ordered to do so by formal majority of the Supervisory Panel: a. remove text or design elements b. change text, links or make other simple changes.

9. Where the webmasters' initiative would be controversial, the webmaster will act upon instructions of the Panel's elected Chair only. a. The Chair can only instruct the webmaster to act when a minimum of six other Panel members' names are affixed to the instruction. b. Such instruction must be posted on the discussion list and in the web Forum.

10. The Panel Chair is responsible for the appointment of a Data Archivist, who keeps a secure record of all relevant website and membership data. The Data Archivist will also be responsible to receive in escrow the regular databackup supplied by the webmaster. (2 weekly for membership data backup, monthly for the Forum data backup)

  • My "neither" vote is conditional. As I have said previously, I am willing to open my purse strings when this organization is properly established as a charitable, nonprofit corporation.

Building a rule-based democracy for its own sake?

Icannatlarge is at a crossroads.

Around 47% of our members will only support an ICANN with a real membership, but 41% wants to start a dialog with the ALAC.

These two political stances are hard to reconcile.

We have just seen off another attempt to gain control over icannatlarge by abusing control over its 'official' (.org) web site and mailing list.

There must be still some that think us worth capturing, and this makes us prone to sabotage.

There is a group of members that is impatient for political action and advocacy for individual internet users. This is a completely justifyable position.

There are also a few who realize that building a workable structure and process for global cyber-representation is a worthwhile and feasible endeavor, and one that can be accomplished more easily when the effort is totally neutral politically.

We need to know how few.

Hence this poll, that should determine the formulation of our Mission Statement or the Mission Statements of the two (icann)atlarges that may emerge.

Choices:

(A)Icannatlarge should be an activist, lobbying organization where action comes first and process is of secondary importance.

Or

(B) With regards to Internet Governance, I am more interested to help creating a durable, respectable and credible global cyber-democracy. Once this is in place, it becomes possible to successfully challenge the status quo and give individual internet users a say in global Internet regulation.

  • building a democracy should come first. It is what ICANN should have done .
  • Although process is important, Option (B) ("global...") is too ambitious at present. We need a solid structure *and* some advocacy now!
  • A democratic structure is the foundation for consistent and successful political advocacy on behalf of the Internet Community.
  • Icannatlarge should accept whatever unified position it can logically hope to receive from its members and go forward from there.
