IPC election statement--Joop Teernstra
30 September 2003

I promise to serve the icannatlarge Independent Polling Commission with integrity.

What I regard as the most urgent tasks for the IPC:

The Mission Statement.

I will treat the final membership choice and ratification of our mission statement with priority.

The Bylaws.
Of proposed Bylaws I will give priority to membership ratification of Bylaw articles that govern the Panel and articles that govern the IPC, so that all disagreement about these matters can be resolved and placed behind us.

I will not push my Polling Booth as a solution for elections and only if the membership asks for it via a Poll (I will not initiate one) I will make its use for polls or elections available for free. I would recommend to use it in conjunction with software written by others, preferably not associated with At Large politics.

I am offering James S. Tyre, who was kind enough to nominate me for the IPC, an administrator account that can be used for Panel voting, so that all Panel members have the chance to familiarize themselves with its possibilities and its limitations.
I give elected icannatlarge Panel members the right to copy any of its features that they think are good idea's into an open -source GPL licence product. I will help looking for alternative polling solutions and I will favour double entry into 2 independent polling systems that will mutually confirm the validity of each other's outcomes.

Elections.

I will try to run secure and trustworthy elections for all Offices that the Members wish to create via the Bylaws.

I will make sure that there is membership-wide notification of open nominations and I will allow the members to make their nominations not only to the members-only mailing list, but also to the web site's forum.

I will request the Verification Committee to verify the identity of candidates, nominators and seconders in the simplest and least intrusive way.

Longer term, I will ask for the help of the Verification Committee, to establish a list of voters' names that contains no entries that are challenged by another member.
I will help with the creation of a challenge-procedure.

I will give all candidates the opportunity to make themselves known to the membership and sufficient time to campaign or get their statements published on or via the web site.

Panel Poll initiatives.

With regards to Panel Poll initiatives, I will favour regularly polling the membership about the Internet- and DNS issues of the day, so that the organization can start enabling itself to make public announcements on behalf of the membership.

For six months in office, I think it would be great progress if the IPC could achieve all this.
